Testing the Hypothesis, Part 2

Who: There do appear to be a handful of certain people who fall out of the boundary for this service. Since the service would most likely be a public good for the community, with not much opportunity from a monetary profit, the City of Gainesville and the GRU appear to fall outside the boundary. With more efficient lighting, costs will run lower and that means less money to the GRU.

What: The need I have discussed regarding the implementation of safer, more efficient lights throughout the city, does not appear to be as serious as other more innate needs, such as the need to be loved by others or hunger/thirst. This may dissuade the city or other companies to produce such a product with this knowledge in mind.

Why: The underlying cause of outsider's need is, in fact, different than the need for those that fall within the boundary. There are two different populations of interest, and one is the beneficiary while the other is majorly the one providing the service. '

Who is in:
People who live in residential areas, those that prioritize safety in housing areas, businesses that operate in poor lighting areas.  
Who is Not: The company that is providing the service, if it is to be a public service, The GRU who would not benefit from efficient costs that would slash revenue

What the Need is:
- providing better lighting for residents and students out in the streets at night.
What the Need Is Not: The need is not seen as serious as a need for survival, however, it should be treated as so. The reason is that it has not been treated as such an issue, even though it does have an effect on the environment. 
Why the Need Exists:
- The need exists because safety should be a priority for residents and students of the Gainesville community. Well-lit places are less likely to be areas of attack for burglary etc. 
Alternative Explanations: Paying electricians for the wiring and labor would be something that would deter companies from implementing these.

  1. You did a great job in being honest with your Who, What, and Why. I agree there are plenty of solutions to be found with your issue. Something you should take into consideration would be regulations and laws. Given that this has been a staple for many of years, I feel that there might be a lot of research out there. Safety is a huge priority for college students and parents who are sending their children to college, so I feel that there is a rather large market space for this.
